Divisional Manager
Tommi Herbert is Divisional Manager for Homesale Settlement Services. In this role, she supports management operations for HomeSale Settlement’s Lancaster, York and Harrisburg Regions. Tommi has thirty years of experience in all aspects of the title insurance industry. Prior to joining HomeSale Settlement Services in 2012, she was Executive VP of Operations for a regional title insurance underwriter and a Manager of a local independent title agency. Tommi is a graduate of Bowling Green State University, Bowling Green, Ohio where she earned a Bachelor of Science in Business Administration. She holds the designation of Certified Land Title Professional (CLTP). Tommi spent 12 years as a member of the American Land Title Association (ALTA) Internal Audit Committee. She has volunteered for numerous Pennsylvania Land Title Association including eleven years as a member of the Executive Committee.

Manager - Regent Settlements

Deborah F. Nissley, Manager of the Regent Settlements, LP.  She currently manages a small team providing service to a new home builder in a four-county area in Central Pennsylvania.  Regent Settlements is currently working on expanding out to the Allegheny County area in Western Pennsylvania. Debbie has been in the current position for almost 17 years but has been in the industry for almost 37 years, gaining experience from working with a law firm, where she received extensive training and experience, and then several title companies since 1986 consistently improving her skills and knowledge of the industry. Debbie is very detail oriented, making sure that each closing she does is accurate and complete, and that our purchasers are getting the best service available in the areas where they are purchasing their new homes.
Closing Manager - West Lawn/Schuylkill Haven
Deborah K. Shaffer is the Manager of HomeSale Settlement Services in West Lawn and Schuylkill Haven.  Deborah is a licensed title agent, realtor and certified paralegal. Prior to HomeSale Settlement Services, Deborah spent the previous 20 years working as a title agent and paralegal in the title industry. Deborah’s varied background in real estate, title insurance and the legal field provided the perfect foundation for her managerial position with HomeSale Settlement Services. Deborah is passionate about providing the best customer service to her clients – It’s all about convenience for them – to do whatever it takes to provide the clients with a smooth transaction. Deborah received her Bachelor’s Degree from Alvernia University and a Paralegal Certification from Widener.

Kristen Carosello

Closing Manager - York/Adams Region
Kristen is a Closing Manager in the York/Adams Region. In this role, Kristen manages a team providing all aspects of real estate settlement, including intake, processing, escrow and closing. Kristen is a big believer in a teamwork approach to the business, and her department operates on the belief that each person who helps to complete a settlement plays an integral role in the success of the company. Before joining the company in 2003, Kristen worked for 7 years at a title company in Ohio where she gained experience as a settlement officer as well as processor and escrow agent. Since joining the company as a settlement officer, Kristen quickly advanced to a management position. She has received both Settlement Officer of the Year and Manager of the Year Awards. Kristen has also been very active in an internal Customer Service Board within the organization and often helps organize fundraisers for our corporate charities. Originally from Ohio, Kristen now lives in Lancaster County and is an avid Ohio State football supporter.
General Manager - York/Adams Region
Gail Y. Good is the General Manager of HomeSale Settlement Services, York/Adams Region. She's is a licensed title agent and has previously worked with Mercury Abstract Company since 1982 until the company was purchased by HomeSale Settlement Services in 2000. Gail bases her work ethic on the company's core values of "we think and act with a sense of urgency" and also "we don't claim success until our customer claims success." She encourages her team to establish quality in their work routine and product production along with teamwork and integrity. Gail currently resides in York county with her family.
Regional Manager - Harrisburg, Lebanon and Franklin Regions
Beth Meadows is the Regional Manager for Homesale Settlement Services in the Harrisburg, Lebanon and Franklin Regions.  Beth manages and leads a team of title professionals that provide buyers and agents with a seamless transaction from beginning to end. Beth started her career in the title industry in 1980 as a closer with The Title Insurance Corporation of Pennsylvania (TICP Harrisburg Branch).  She joined Homesale Settlement Services in 1995 as manager and closer. Beth is a licensed title agent with a total of 37 years experience. Beth lives in Susquehanna Township with her husband Ken. Beth and Ken have a son and daughter.

Landmark Abstract Manager

Angela Keller is a Manager with Landmark Abstract. In this role Angela manages all aspects of real estate settlement including processing, closing and disbursing. She oversees a team of dedicated title professionals where she instills a culture that values attention to detail and teamwork. Angela has been in the title insurance and settlement industry for 15 years holding a variety of different positions from processor to settlement agent and now manager. This varied background helps her navigate the complex needs of our title insurance clients and their significant projects. Angela's hands-on approach means she takes the time to get to know every one of her clients and their specific needs for each project. In doing so she's able to identify any issues that may arise before they become a larger problem. Angela is originally from Lancaster and lives in Hempfield with her daughter.

Heather Smith, Paralegal

Compliance Officer/Paralegal
Heather Smith, a paralegal, works with our in-house legal team and also oversees compliance systems in our Title Insurance Agency Division.  In her role as Compliance Officer for Landmark Abstract, Heather is responsible for ensuring compliance with all applicable laws and regulations, and implementation of our Company Best Practices, making sure they are communicated and trained across the company. Prior to starting at Landmark Abstract in 2013, Heather spent the previous 16 years as a legal assistant/paralegal with various local law firms and has a vast knowledge of Pennsylvania laws and regulations. Heather is a graduate of Lakewood College and received degrees in Paralegal Studies, Mediation, and a Certificate in Criminal Justice.  Heather is originally from Lancaster and currently, lives in West Lampeter Township with her husband and two daughters.

Dean Peffley, Esq.

In-house Counsel/General Manager - Lancaster Region
Dean Peffley is in-house counsel for all of our title entities and manager for HomeSale Settlement Services Lancaster Region. In these roles, Dean assists with all legal aspects of the industry and provides support and guidance throughout the process. Dean is a licensed Pennsylvania attorney, title agent, and real estate agent. With over fifteen years of experience in the title industry, Dean has been with the Landmark group since 2003. Dean has spent time in nearly every division of the company and is familiar with the various responsibilities involved in the industry, giving him a distinctive perspective around the company. Dean is an accredited educator and teaches ongoing continuing educations courses for real estate agents and continuing legal education for attorneys. Dean recognizes the value of educating people in the industry to prevent mishaps and be proactive rather than reactive. Dean is a graduate of Saint Joseph’s University and received his Juris Doctor from Widener University School of Law. Dean is a Lancaster native and currently resides in Lititz.

William Dinkel, Esq. is a shareholder and in-house counsel with HomeSale Realty Services Group, Inc., one of the largest real estate service companies in the country. Bill is also president of the title insurance division of HomeSale Realty Services Group, Inc. A graduate of the Villanova University School of Law, he is a licensed Pennsylvania attorney and Pennsylvania Real Estate Broker. His residential and commercial real estate law experience includes matters ranging from underwriting and real estate settlement to representation of clients before municipal boards and appellate tribunals on land use matters. Mr. Dinkel has frequently lectured and conducted accredited classes on title insurance and real estate law in various forums, including CLE and Pennsylvania Real Estate Commission accredited courses.

Charlie Neidert

Title Examiner
Charlie Neidert is a Title Examiner with Landmark Abstract. In this role, Charlie manages the examinations of the incoming titles to ensure they are all cleared to be insured. In this role, he examines documentation such as mortgages, liens, judgments, easements, contracts, and agreements to verify factors such as properties’ legal descriptions, ownership, or restrictions and even plotting properties. Charlie has been in the title industry since 1971, where he began at Berks Title Insurance Company. Over the last 46 years in the business, he has held many different roles within the title industry including settlement officer and examiner. Charlie began working at Landmark Abstract in November of 2009. Prior to beginning at Landmark Abstract, Charlie worked for Land Transfer Co Inc as well as Conestoga Title Insurance where he was a Title Examiner for all commercial transactions. Charlie is originally from Berks County and now lives in Mount Joy, PA with his wife Hilda.

Linda Cunrod

Manager - Consolidated Title Plant

Linda Cunrod is the manager of our consolidated title plant. Linda has over 40 years of experience and knowledge in both commercial and residential title matters. Linda has an extensive background in searching and examining complex title issues. Prior to joining Landmark, she owned and operated a successful title insurance agency. She is a Pennsylvania licensed Title Insurance Agent and has received certification from numerous title insurance courses.
System Administrator for Software and Technology
Kendra Steffy is the Technology and Software System Administrator for Landmark Abstract and its affiliated entities. In this role, Kendra oversees implementation and operations for the various software programs used by our entities, including but not limited to, Title Express, GreenFolders and interfaces with each of our underwriters. Kendra has been in the title industry for over 22 years most of that time spent as a settlement officer dealing with both commercial and residential settlements. Her experience and in-depth knowledge of all facets of real estate transactions made her a great fit for her role as Technology and Software System Administrator, where she helped design the software workflows that our entities currently use to conduct settlements. Kendra oversees the title software programs for all of our Pennsylvania locations including maintenance and training for our staff. Kendra is originally from California, she now resides in Ephrata, PA with her husband and two sons.

Timothy Eckert

Director of Business Development and Marketing
Tim Eckert is a Director of Business Development and Marketing with Landmark Abstract. In this role, Tim is responsible for creating and implementing business development strategies for continued growth of the company’s customer base and the establishment of new business partner relationships in Central Pennsylvania and beyond. Prior to starting at Landmark Abstract in 2017, Tim spent the previous six years working in Marketing and Strategic Planning for local healthcare facilities. Tim brings a new and unique perspective to the evolving title insurance industry. Tim’s varied background in marketing and communications, in healthcare and higher education, provided the perfect foundation for this relatively new position focused on increasing the market share and presence of Landmark Abstract (and its affiliated business entities) throughout Pennsylvania. Tim is a graduate of Saint Joseph’s University and received his master’s degree from Millersville University. Tim is originally from Lancaster and currently, lives in Manheim Township with his wife Emily.
